JOINT INDUSTRY COMMITTEE'S (JIC) MAIN GOALS
In 2015, after taking a decision on cancellation of the TAM Tender, JIC has held meetings with its shareholders in order to discuss perspective areas of future work and competence.
As a result of above-mentioned consultations, three blocks were formed:
Setting up a formalized, effective and transparent mechanism of industrial control of current TV measurements.
RESEARCH AND DEVELOPMENT
Developing TAM system in accordance with industry requirements.
Information and analytical support of the TAM project.
TECHNICAL COMMITTEE’ ACTIVITY
For discussions on a regular basis of the above mentioned tasks, JIC had established a professional Technical Committee (TC - hereinafter), consisting of the Association’s shareholders representatives.

Alexander Gubanov (Director of Research and Analysis department of the TV channel TV Centre – Moscow) takes part in TC's meetings as a guest expert.
While providing industrial control, the Technical Committee has formed a list of TAM Key Performance Indicators (KPI), comprising all main stages of the TV Index project: Establishment Survey, Panel & Equipment work and monitoring.
As a result of this work approximately 30 characteristics were generated, and from September 2015 they were discussed with the specialists of the current TAM provider – TNS – on a monthly basis.
The participants from the side of TNS Russia in these meetings are:
- Achkasova Ksenia - TV Research Director;
- Levina Ekaterina - Deputy Head of TAM Technology Development Department;
- Schipkov Vladimir - Research Director;
- Schukina Ksenia - Head of TAM Technology Development Department.
Technical committee's meetings also consider up-to-date matters related to the data and perspectives of further development of the TV Index project.
JIC’s PLANS FOR 2016
In 2016, JIC will continue to work on providing industrial control on the current TAM panel. JIC also plans to enhance its activity in the area of Research & Development in order to cover current industrial needs in TAM sphere.
The Media Academy will be providing regular status-reports on industrial topics and will be organizing meetings with guest experts and FAQ’s workshops.
Association of Communication Agencies of Russia (ACAR) has joined the Association of broadcasters and communication agencies "Industry Committee on TV Audience Measurement" (IKT).
On March 18, 2015 IKT General Meeting has agreed on new member entry - Association of Communication Agencies of Russia (ACAR).
As of now, IKT associates First Channel, VGTRK, Gazprom Media, CTC Media, NMG and ACAR.
IKT has decided on cancellation of the TAM Tender

IKT’ future steps will be formulating due to consultations with all participants of the industry community, including TAM provider – TNS.
IKT will inform market participants on the progress of its work.
The procedure of opening the envelopes with the Tender Applications for the right to conclude a Contract on the Television Audience Measurement in the Russian Federation during 2017 - 2026 was held.
Four Companies have submitted Tender Applications: TNS Russia JSC, Romir Panel LLC, ACNIELSEN LLC, and GfK Rus LLC.
All submitted Tender Applications contained main requirements and documents defined by the Tender documentation (find the list here: http://www.jic.tv/images/Tender_documentation.pdf).
During October, the Tender Commission will consider in detail all information submitted by Tenderers, in particular: legal and financial documents, information about the qualification of the Tenderer and its project team, the Technical Proposal, and the proposal on the Contract price.
On the final stage of the Tender, which is scheduled on the middle of November, the presentations of Tender Applications will be arranged. Then Tender Commission will decide on a winner of the Tender.
NP IKT General Meeting was held.
NP IKT General Meeting has agreed on a new member entry - ACAR, Association of Communication Agencies of Russia. The decision will come into legal force after required amendments to the Articles of Association of NP IKT will be done. Besides General Meeting of IKT has approved a form of financial guarantees to a winner of TAM Tender. After the main TAM contract is concluded, the founders of IKT will sign with a TAM operator a suretyship agreement.
NP IKT amended the Tender documentation for an open Tender for the right to conclude a Contract on TV audience measurement in the Russian Federation.

Eight companies had sent Letters of Consent on their participation in the Tender: “ARES” Ltd., “Russian Public Research Center” (OAO “VCIOM”),”GfK Rus” LLC, “Romir Panel” LLC, “Synovate Comcon” LLC, Sofia Media Association Ltd. (SMA), TNS Russia JSC and “ACNIELSEN” LLC.

"RusBrand" were represented by Chairman of the Board of Directors David Yakobashvili, Executive Director Aleksey Popovichev and Director of the Committee on Marketing, Advertisement and Mass Media Elena Okhlopkova as well as CEOs and media-directors of Unilever, Mars, L'Oreal, MTS, Rostik, Henkel, Kellogg, J&J, Coca-Cola, De Agostini.
The Tender procedures, general requirements of the Technical Specifications as well as key aspects of a oncoming contract were discussed at the meeting.
Non-profit partnership "Industrial Committee on TV Audience Measurement" (NP IKT) has announced an open Tender for the right to conclude a contract on TV audience measurement in the Russian Federation from January 1, 2017 to December 31, 2026.
The Tenderer may be any company that has at least five years of experience in the electronic measurement of television audience either in Russia or abroad. NP IKT will be a Consolidated Customer of the survey.
Future TAM system should be capable of measurement of linear and time-shifted viewing on any type of screen. Survey sample should be representative of all the Russian population, aged 4 years and older, and residing in settlements (including rural) with twelve thousand people or more. The size of the national panel will be nine thousand households. In addition, the data on TV viewing from the largest local markets should be also provided.

CTC Media, Inc. and JSC “National Media Group” have joined the Non-commercial Partnership "Industry Committee on TV Audience Measurement" (IKT).

The final version of Technical Specifications has been submitted to all Round Table participants.
The final version of Technical Specifications (TS) has been submitted to all Round Table participants, which included corrections, recommended by i-JIC experts (CESP, France).
Round Table participants received high praise from international consultants on the work done for Tender Technical Specifications. They confirmed that all necessary aspects had been taken into account, TS structure is up to standard for these specific type of documents.
The corrections proposed by i-JIC, helped make TS wording more precise. This should establish a comparable platform for the candidate's proposals and ease industry choice during the Tender itself.
The second Round Table meeting session was carried out at the offices of IKT
Participants, that included experts from The First channel, VGTRK, Gazprom-media, CTC Media, NMG, RusBrand and AKAR were also joined by a representative from NAT. They discussed Technical Specifications for the upcoming Tender.
The list of local markets, where data would be available, was defined during the meeting as was the minimum sample size by region.

The Round Table was attended by experts from The First Channel, VGTRK, Gazprom-Media Holding, CTC Media, NMG, RusBrand and ACAR.
During the meeting, some changes were made to the Technical Specifications as well as a series of proposals that were stated for the further discussion.
The next meeting of the Round Table is scheduled for mid-May.
IKT General Director Alexander Kostyuk meets with the representatives of the I-JIC in Paris.
On the March 24th, 2014, in Paris IKT General Director Alexander Kostyuk met with the representatives of the I-JIC (the international association of joint industry committees for media research), Director of International Projects Olivier Daufresne and a Member of the Scientific Committee Pierre-Marie Guillot.
At the meeting there was a discussion of the preparations for the upcoming Tender for the TV audience measurement in Russia and the possibility of using international experience in this field. The parties agreed on further cooperation.

On behalf of the advertisers, RusBrand CEO Aleksey Popovichev took part, as well as did representatives from major companies such as J&J, P&G, Heinkel, Mars, Mondelēz, MTS, Megafon, and Unilever.
At the meeting there was a discussion of the structure and working principles of IKT as well as the general terms of the Tender Requirements Specification and the contract.
According to A. Popovichev, the meeting was of a constructive character and an active discussion was had by all. This demonstrated real involvement from the advertisers in making the present partnership truly serve the interests of the whole industry community.
